Well, its like they say: The Steam mods are notorious for going 'Well they came up with a transparently thin justification for their vendetta fuelled posting, we're helpless to stop that'.

Just like all your other issues with COH3 and this inane crusade of yours, this is entirely a you problem.

A majority of online games have such a feature, its designed to prevent rage quiters from quiting thus ruining other people's fun in public games.

Hell I found out this year Team Fortress 2 has such a feature that lasts 10 minutes for a timeout, World of Warcraft has 15 to 30 depending on what you quit (PvP matches have a hard 30) and I've seen others do it as well.

Its nothing new, heck I'm confused how OP is angry that such a thing exists when literally he's talking to Valve, a company that has such a feature in almost all of their online games (granted, not all, but most)
That's a fairly standard feature. Quitting a game results in a matchmaking cooldown. Surrendering doesn't. It's hardly unique to CoH3.

This is the perfect example of a garbage paradigm, punish the user because you cannot craft a decent UI and then 10 months down the track implement a half baked kiddy script to punish users.

It's not rocket science to write a smart enough algorithm that can determine the difference between leavers in team games vs simply leaving in a 1v1.

Our...
This company is not thinking about the public, and should also know about the error and correct it, instead of punishing users for their own error. That's my opinion...

It's not toxic. It's standard. Doesn't need to only be team based. Could they set it up so that hitting exit is the same as surrender? Yes. It'd just probably have the same prompt.
i think games should have supply the stats of quits versus wins...

not a fan of people that quit to keep their win scores high..

You not being patient enough or hitting the wrong button is your fault.
The system saw it as you quit the match instead of surrender, this punishment is more than likely made to to punish players who are trying to avoid getting losses on their account by bailing on the match before they lose and a surrender would count as a loss.
Though, since this is an issue with a game, this needs to be posted in the hub for that game.

Given the long-running anti-relic/coh3, people could easily wonder if it's intentional, so having a punishment system in place seems necessary. Leave too much and it goes to a very high suspension or even becomes permanent.

People leave when the balance and meta is crap and the game isn't fun.

Crap meta = Relic

No one wants to watch Relic's unskippable ♥♥♥♥♥♥♥ animation of a burning flag when they've just played an unfun game, they might want to jump into automatching the next game.

Relic is/was too dumb to comprehend this and actually slowing down the automatching ......
