Is there any way to get in contact with setam support one-on-one
As stated in the title, I'm looking for some way to get in contact with steam support through something like a phone number or email address. I'm trying to get a piece of DLC refunded, and as their own guidelines clearly state:

"REFUNDS ON DOWNLOADABLE CONTENT
(STEAM STORE CONTENT USABLE WITHIN ANOTHER GAME OR SOFTWARE APPLICATION, "DLC")
DLC purchased from the Steam store is refundable within fourteen days of purchase, and if the underlying title has been played for less than two hours since the DLC was purchased, so long as the DLC has not been consumed, modified or transferred. Please note that in some cases, Steam will be unable to give refunds for some third party DLC (for example, if the DLC irreversibly levels up a game character). These exceptions will be clearly marked as nonrefundable on the Store page prior to purchase."

But my refund requests are being dismissed out of hand on the grounds that I have more than 2 hours in the base game. I have shown in my requests how I meet all of their criteria, and the DLC is not marked as nonrefundable on its store page, but there has been no indication that the steam support team is actually reading the text body of the requests before dismissing and closing them. I have no doubt that the steam support would be able to help solve this problem in like 5 minutes if I could get in some kind of real back and forth contact with them, but I've been having a hard time figuring out how

I don't recall the exact steps, but try looking at your recent purchases. Once you find the DLC, look for an option along the lines of "I have a question" that should take you to the manual refund request.

Note that not all DLC is refundable, but you should have been warned of that at the time of purchase.

If you have run the game for 2 hours since you purchased the DLC, that is that. They have NO way to verify if you were playing the dlc or not.

That time counts no matter what you were actually doing in game. You literally copied the text.

I have less than an hour (a little over 30 minutes in the last 2 weeks) in game since the DLC was purchased less than 24 hours ago. I have more time than that in the game over the last year or two before I bought this particular piece of DLC. That time is what is being cited on my tickets. Im only trying to refund the DLC in question because it fully hasn't worked for me (seemingly due to some interactions between different systems and platforms).

If the DLC adds anything to the game account, gold, cosmetics, XP boosts, anything consumable like that it generally cannot be refunded.

I did a help request and that got in front of an actual human. Like I thought, it seems like I was getting filtered by an algorithm. Anyways, as soon as I was in contact with a real person they got everything sorted right away. Thank you to everyone who relied for trying to help.
