ACCOUNT HACKED but CANT contact steam support

Hello, hello!
Please I really need your help, my friend's account was hacked, they changed his steam email and password. We tried to contact Steam support, but we always get an error, and that we need to wait few minutes. Guess what, this problem has more people, like Steam's site is not working and we can't contact them.
Please help us what to do :(

I swear I've seen this same "help my friends account was hacked and I'm trying to contact Steam Support for my friend" post at least 3 or 4 times now.

Your friends account was not hacked. Your friend gave away their login information to a shady site or individual. If I had to guess, it was probably something involving Counterstrike skins or knives or something like that.

You can't help or do anything about it. Your friends account is your friends responsibility, Steam Support is not going to discuss your friends account with you.
