Steam deck travel

I wanna buy Steam deck, but i will using on diferent countries cuz im a driver, so basacly i can be on spain and next day france or germany, that can be a problem? I using only on offline mode

Steam doesn't care where you are UNLESS you are trying to buy games without a local adress. But playing is not an issue.

And even then, they can still buy games from their home country store while overseas. It's only if you move permanently to another region that you need to worry about changing store region.

Yes, you can play the Steam Deck wherever you like, that's the whole idea of it.
