Just buy old games and then wait 3-4 year to get 60-90 % discount , no point buying full priced games on steam

Just make sure you use the same region for where you actually live and the country your steam account is registered for and you will be fine.

Yes, but it's not the VPN use that's going to cause problems. It's not been possible to change your region on an existing account with a VPN alone since at least 2018. So now, in order to change your Steam store region, you'd have to commit payment fraud. And that's what Valve will take action over.

Doesn't the region change when you stay more than 7 days in other country? I remember it used to be that way in 2019 - 2020

You can only make purchases based upon your Payment Methods Billing Address.
So attempting regional changes to buy for cheaper as another told you, can most definitely result in bans/restrictions.

You need a valid payment method if you now permanently live in another country, given the thread, you haven't changed your permanent address, so it's best not to try. If you're just there on vacation, use your normal payment method if you don't want to have problems.

Bypassing regions using vpn for purchases can also be seen as bypassing taxes, ergo tax evasion. Which is partly why Steam has been cracking down on it.

Reading the SSA/ToS, you'll see that they reserve the right to ban/lock your account at their discretion. We're talking completely lock you out of the account, games and all, for breaking the SSA/ToS.

While the ONLY instance of this happening has nothing to do with VPNs to buy games cheaper, that IS the risk you take by doing it.

Ok so let's say I take vacations for 2 weeks in LATAM and I had a bank account there (for valid payment method) and bought games while staying there, and then go back to my permanent residence in Canada.

Is the same risk of Ban in that situation?

They could very much still ban you for that.

If you're going on vacation, you're not likely going to have a bank account in another country, you'd still use your payment method for everything while you're there. It's only 2 weeks, zero reason or need to make a foreign bank account, plus you would likely need proof of citizenship & residence in that country to open a bank account there. So if you're in another country trying to open a bank account, you could receive visits you don't want to have.

Stick to your permanent living addresses payment method & billing address. Doing anything else can get you banned, especially the thing you're describing. If you're not permanently changing countries, then don't even try.

On Steam's end, it'd likely just look like VPN abuse/purchase area bypassing. Not really worth the risk, tbh. I get the appeal of cheaper games, but it's not worth risking one's account.
