Yes, but it's not the VPN use that's going to cause problems. It's not been possible to change your region on an existing account with a VPN alone since at least 2018. So now, in order to change your Steam store region, you'd have to commit payment fraud. And that's what Valve will take action over.
So attempting regional changes to buy for cheaper as another told you, can most definitely result in bans/restrictions.
You need a valid payment method if you now permanently live in another country, given the thread, you haven't changed your permanent address, so it's best not to try. If you're just there on vacation, use your normal payment method if you don't want to have problems.

Reading the SSA/ToS, you'll see that they reserve the right to ban/lock your account at their discretion. We're talking completely lock you out of the account, games and all, for breaking the SSA/ToS.
While the ONLY instance of this happening has nothing to do with VPNs to buy games cheaper, that IS the risk you take by doing it.
Is the same risk of Ban in that situation?
If you're going on vacation, you're not likely going to have a bank account in another country, you'd still use your payment method for everything while you're there. It's only 2 weeks, zero reason or need to make a foreign bank account, plus you would likely need proof of citizenship & residence in that country to open a bank account there. So if you're in another country trying to open a bank account, you could receive visits you don't want to have.
Stick to your permanent living addresses payment method & billing address. Doing anything else can get you banned, especially the thing you're describing. If you're not permanently changing countries, then don't even try.
