Steam Cloud Updating when Off
The following is copied from my request to Steam about the issue. What the problem is, their answer & my response,

I'm having problems with my steam cloud with too many saves. I have steam cloud turned off, delete all the saves from my local files (except for the ones that I want to keep). Run the game & all of the saves download to my local folder again. This happens if I have the steam cloud turned off or on.

I have over 3700 save files for The Witcher 3: Wild Hunt, and it will not clear the ones I don't want anymore.

How can this be fixed?

Thank you for contacting Steam Support.

We understand the situation that you are in.

Upon investigation, it looks like you have not disable the Steam Cloud for The Witcher 3: Wild Hunt.

The Steam Cloud can be toggled for individual games, or as a global Steam setting for all games.

When Steam Cloud functionality of a game is disabled, all progress that would normally be saved via the cloud will only be saved locally on the machine where the progress was made.

Individual games:
From the Steam Library, right click on any game and select Properties.
Under the General tab, the "Keep games saves in the Steam Cloud" setting can be toggled.

All games:
From the Steam client Settings window, navigate to the Cloud tab.
Cloud can be enabled or disabled using the toggle next to Enable Steam Cloud Sync.

In addition, currently, there is no official feature that allows the deletion of cloud data for a game. However, you can follow the process below to attempt to manually overwrite this data.

Important: before doing any of the actions below consider backing any files that will be removed to a separate location until you confirm it worked as you desired. Please note that this process is not supported so we will be unable to provide any additional instructions regarding it should you choose to do it.

Make sure the game is installed, it needs to be installed for the files to be found.
Disable cloud functionality for the game (right-click the game in your library -> Properties -> General -> Untick "Keep games saves in Steam Cloud for The Witcher 3: Wild Hunt")
Navigate to the account's data page for your cloud saves at: https://store.steampowered.com/account/remotestorageapp/?appid=
On this page, you will see each file currently in the cloud for your account for this game. These files can be located at: %USERPROFILE%/My Documents/The Witcher 3/
Navigate to the location for the files on your computer and delete any files you wish to remove from the cloud in that folder and any sub folders.
Now, launch the game and create at least one new save file.
If that was successful, close the game and re-enable the cloud functionality for the game.
When you launch the game again, you will be prompted by a cloud conflict window asking you to pick between two options. You want to keep local files by selecting the "Upload to the Steam Cloud" to overwrite your older files.
Now the data for this game should be reset. Note that in some cases the cloud files may have been overwritten successfully without a cloud conflict window appearing. You can check the account data page again to see what is now stored.

And here are my 3 responses over 21 hours:

There is not an option for "Keep games saves in the Steam Cloud" to be toggled for The Witcher 3. It's a Global Setting only. One that I have turned off.

Before I shut down my PC almost 4 hours ago, I cleared my local saves, except for the ones I wanted, deleting 2676 files at almost 1.9GB.

Just got home from an appointment, turned on my PC, logging into steam. Watching my local gamesave folder for TW3 just to see that all 2676 deleted files return to the folder. All this time Cloud Save is turned off. Why is it doing that when the ability to cloud save is turned off both Game & Global?

Since the last message, I have deleted the local game saves 3 times only for them to return. Folder is even marked as "Read Only" & all 2600+ saves return. Why will it not stop giving me saves? I don't need this many save & it's bloating my SSD, please tell me there is a fix.



So last night, I logged out of Steam, shut Steam down, deleted the game saves, 20 minutes later, they were back. IDK what to do now.
