Playing multiplayer games
Maybe the answer is extremely obvious but I have no idea how to play a 2 player game on 1 PC using 2 controllers on steam. any suggestions will be very much appreciated.

First you make sure that the game supports that. On the store page it should mention "local multiplayer". Only then can you play on the same PC. "Multiplayer" or "online multiplayer" are usually over the internet/lan only and do not work on the same PC.
For games that support "local multiplayer" its usually as easy as just turning 2 controllers on and choosing the two player mode in the game.

Some race and fighting games supports this but not rpgs maybe turn based strategy games.

I wish we still have blur it was a great game

Actually, the Tales games do. It's bit of an "asymmetric" multiplayer, though -- exploring and stuff is done by the main player only; however, when you go into combat, the other player controls one of the characters that would otherwise be AI controlled. So now there are simply two human players.
In Berseria (the only Tales game that I know to date), this also means the second player can't participate in the early game stages, because there's only character in the "party".
