Try to buy the game but don't finish the process. A few days later Steam will send you an e-mail offering the game for its promotional price. At least it used to be like that, not sure if it still is.
That only works with failed purchases.

Even if backing out of the cart may result in the system stating a failed purchase, it wasn't actually a failed transaction.

The only way to get a failed purchase, is to attempt to buy the game and it getting denied.
When one tries to buy a game, they add to cart and then have no other option but to purchase or remove from cart.
Not at all, Komarimaru. Trying to buy a game doesn't mean "putting it in the cart" lol.
You know exactly what I mean. You gotta choose a payment method and go ahead with the purchase. I'm not sure if that works with all payment methods, though, haven't tested all of them.
So you agree, that you have to try and purchase, and then it be denied, to count as a failure of purchase.
This requires you to finish the process, to know this.
