Selecting screenshot folder
In older versions of Steam, choosing the screenshot folder for uncompressed copies, would open steam's own file manager, but currently it switches to windows file explorer, how do I use the Steam file manager?

You can't I'm afraid. Last summer's major update downgraded or broke the screenshot manager in many different ways, and Valve doesn't seem to consider some of the remaining issues a high priority.

Our screenshots are store in our library to the right side of any game we highlight shows as manage my 30 screenshots yea I know we all have more but that opens the screenshot manager

One area in the new Steam settings> or the screenshot manager click on the gear. Takes you to Steam settings
In the Steam settings>open Ingame>scroll down to open Uncompressed screenshots folder>change folder

That is only for the external screenshots, basically a 2nd copy
