Learn to have a little patience. The game isn't going run out of copies before the devs work out their regional issues.
In order to use a VPN to buy games on Steam, you'd also have to commit payment fraud; and it's the payment fraud that will get your account punished. Don't do it.
As for free games, no, again, VPN doesn't affect store region for existing accounts. So you won't be able to use a VPN to gain access to any free games.

I'm skeptical it could be any lapse by Valve. So it could be a major legal thing for Valve.
It wouldn't be. You'll notice Valve don't guarantee 100% uptime. Likewise, whoever manages the DNS be it Valve, an ISP, or a another third party, will also not guarantee 100% uptime for that DNS. Outages happen.
