VPN
so in heard using vpn is bannable if you aim for buying things at a lower price but i just want to use vpn to download a FREE game that is region blocked but the game developers themselves said they are currently requesting for my region to be unblocked but the delay response from steam is causing the schedule to be held. In this case is using vpn allowed? The game in question is called counterside

Bypassing any region restrictions will result in a ban.

Using a VPN, or any other means to bypass region restrictions will result in an account ban.

Learn to have a little patience. The game isn't going run out of copies before the devs work out their regional issues.

Using a VPN by itself with Steam isn't going to get you banned. And that's simply because VPNs no longer have any effect on Steam store region, this includes the new Family Sharing system.

In order to use a VPN to buy games on Steam, you'd also have to commit payment fraud; and it's the payment fraud that will get your account punished. Don't do it.

As for free games, no, again, VPN doesn't affect store region for existing accounts. So you won't be able to use a VPN to gain access to any free games.

Looks like they are now blocking VPN users from accessing the community forums. I installed Steam and made an account for Steam on my PC that I usually use for streaming and downloading. I always use a VPN but it is set to my home area. I was on there earlier and could not access these forums. I could access the store and the game forums with no problem. But when I tried to access these community forums, Steam says I am not connected to the internet.

I'm skeptical it could be any lapse by Valve. So it could be a major legal thing for Valve.

It wouldn't be. You'll notice Valve don't guarantee 100% uptime. Likewise, whoever manages the DNS be it Valve, an ISP, or a another third party, will also not guarantee 100% uptime for that DNS. Outages happen.
