Steam Vietnam Help: Can you still Redeem a Gift card to Steam Wallet while the VN Gov blocking is up?

As we all know that the Steam Store got blocked and Online banking not working, i see that we still can buy code on web site with a 9% increase on price. With the Steam Store in Vietnam sometime worked and sometime not right now, can anyone try and success redeem codes to your wallet?

Edit: (You can't access redeem gift card codes option while the store getting error -102, sometime i have to exit and open Steam for it to worked)

I live in Vietnam too but I left the country for holidays. I will check it when I come back by the end of the month. How's the situation ? With the ban, can you access online games and the community without VPNs or DNS ?
