Steam banned, the situation in Vietnam
As some of you may already known. Vietnam has started blocking access to Steam Store, for now, Steam's other function such as Chat, Community, Downloading and Activating game is still working. But this may still be temporary.
For context, there are two leading game industry in Vietnam, which are VTC Game and VNG Games, these two industries are well known for their Chinese - Licensed multiplayer games such as Crossfire, Audition, and some other games that are packed with micro-transactions, loot-boxes and gambling (Typical Chinese game mechanics).
VTC Game has come forward to say what Steam is doing in Vietnam is illegal, accusing them of tax evasion and creating an unfair competing environment for their wallet-leeching games to catch up. This has lead to Steam Store being IP blocked by our Internet providers.
This is the current situation I have learned so far, there might be more info about this. However I am just stating that VTC Game and VNG Games are the main reason why Steam is being banned in Vietnam.
I do not encourage anyone to go after anyone else at all. But in the case of Vietnam gaming community going dark completely on Steam, this may be one of the starting reason on why it happened.

Vietnamese problem requires Vietnamese solutions.

You deal with with it with your government yourself.
