Report a translation problem
1) you are not using the GPU if you are on a laptop
2) you are CPU starved due to other programs running
3) you are disk IO starved because something is running in the background
Some have mentioned that Steam overlay can cause stuttering in some games. If you have that on try disable it.
Another thing you can try is to disable Fullscreen optimizations. For some games that could fix stuttering. Go to the game exe and right click to its properties. Go to the compatibility tab and you'll find it there.
Not all stutters are caused by hardware.
If you read his post he mentions that a pirated version of one of the games works fine.
THE STEAM OVERLAY WAS THE ISSUE, thx to everyone who responded
A specific game forum for a game with the issue is going to have higher chances to have found an answer, but as such, and assuming you then you by now know with certainty that it happens both with and without the Steam overlay enabled, next thing I'd try is capping FPS to e.g. 90 or 100 or so (possible by using a 90/100 Hz output mode and enabling VSync in-game, or by using the NVIDA control panel) to see what happens, although admittedly this would not explain a difference between a Steam and a "free" copy of the same game.
Not sure what would though, as soon as the Steam overlay is disabled...
well I don't know, but since the same game but pirated version worked it's more logical that it's either a copy protection or the Steam client that cause stutters....
Steam Input was the culprit, maybe they broke something with the update, but steam input drove the GPU usage of Steam to the max. Turned it off, fps back to max.
1. Updated my BIOS
2. Changed my Mouse pointer/report rate from 1000 Hz to 500 Hz
3. Lowered the quality of the game
I think the change of mouse pointer/report rate made the biggest change and helped the most. Thx again to everyone who tried to help.
Anyways; thanks for reporting.
I found out that another accomplice in this issues is my Bottleneck-ass system. Check if your CPU is not bottlenecking with your GPU. I personally use ThrottleStop and it helped me a lot in seeting up my Turbo options so I can get stable FPS. There are tutorials for it everwhere so just note, this can fix it also
