Try looking up some definitions of the word porn.

Every definition is slightly different. Every country has its own law and rules to regulate certain behavior in this area. They do that regulation for a reason.

Doing activity A in country A might totally be legal while doing activity A in country B will get you into prison (or worse). There are particular countries where you can't (are not allowed to) even watch such explicit content.

Some countries (including mine) don't make a strict difference between erotic/explicit/porn content, they categorize them in a similar way. For example, think about a written story (novel) without any illustrations/pictures.

If you (you = people who read this answer, in general) do some further research, you will arrive at the conclusion that such content is not healthy for children (e.g. social and emotional development) or think about religious views too. And this is only one example of the many that I could mention. :/

You don't have to agree with me, but please don't tell me that Steam primarily focuses on adult players. And we all know that children can easily disable any filter so Valve has always been too weak and forgiving in this area. :(

So, Braix, what's this about?:
Allowing such avatars, profile backgrounds is terrible, in my opinion. It's again a weakness of Support and Valve. I spent a few hours looking at some profiles today. Who uses such backgrounds and avatars?

90% scammers.

They want to make their profile look more attractive. They include some onlyfans (or other website) links in their profile description. Despite the fact that I report scammer profiles, in the vast majority of cases, nothing happens. Or Steam support just gives them a temporary ban so the affected users at least can't comment ("add me") in 1.000.000 member Steam groups.

I honestly don't understand why Steam is starting to be a 18+/21+ platform instead of improving to become a better gaming platform. It should be about gaming. I really like playing games on Steam but Steam attracts too many scammers, too many manipulators and bad people, in general. Those people don't play here, they are misleading/manipulating others. Every time one of them gets banned, they come back. If you think this is not true or unfounded, let me tell you, I had to open a Support ticket a few weeks ago, and even Support admitted that there are serious problems in this area. But it's really difficult to stop those manipulators when they shift their porn activity to another platform (e.g. Discord).

The avatars Braix mentioned just make their "job" (misleading others) easier. Of course the avatars/backgrounds are "cute", this is how some people think. But you should think about the consequences too. Where do this process and this thinking lead to?

I can totally agree, it's borderline porn. Content of erotic nature. Being sexually explicit or not, this kind of content is still erotic. If you still don't understand why it is a problem, read my answer again, do your own research. Or if you have children, you might be able to better understand this issue and how sad it is. :(

Quit trying to argue semantics. It's not even close to violating steam tos hence it is in the point shop still.
