I'll give you just one guess as to why.
You either pay the asking price, or you wait, and keep waiting for the price you want - which may never come.
How is this supposed to work? Developers/Publishers decide when and how much their game get discounted.
Steam cant randomly guess when it happens or how much.
Best you can do is check when the big Steam sales happen, as many games do get a discount during that time.
I just check my mailbox for sales on stuff that's already on my waitlist. I still poke around some shops manually, to maybe see something that I might be interested in.
steamdb will show that most games have discount cycles
and you can plan your future shopping with that info...
5 year old games should be $3 (subjective of course)
