steam downloading

im sick of it. why does the download start and stop on steam? all the time. i downloaded today from blizzard, and had a constant 115mb/s but on steam max 30 for seconds, then it stops. completely. 3-5 seconds, goes up to 30 again for few seconds, then down to 0 for 3-5 secs.... im sick of it. downloading a 80 gb game is a pain. it cannot be the ssd, since i have no problems downloading anywhere else.

Check the antivirus settings. I have a constant download speed, but I have the Steam folders whitelisted.

could you provide a more detailed path to these settings? if possible please?

if i knew how id post a pic... i found "exclusions" under firewall, added steam folder, downloaded rainbow six ( 80 gigs ) peak is 40, and it goes up and down as always. like a rollercoaster ride, the up and downs are linear or how to say, the "waves" on the graph in steam are the same all the time. ;:D im losing it.
