Extremely Slow Download Speeds in US Servers. (Even though I live in the US.)
For the past few weeks I've been having extremely slow download speeds in the US Server Regions. I've tested them all. They all start out good for a few minutes, and then immediately decline to 15 - 20 kpbs.

I have ViaSat Satellite Internet, so I only have around 12 - 25 connection rates, and I normally average 2.0 - 2.4 mpbs on steam. But that's good enough to download games. I just have to let them sit over night.

I've tested other platforms like uPlay and Origin, they both hit my 2.4 mbps cap. It's only steam, and only US Region servers.

If I switch my server to outside the US (I'm using Venezuela right now) I can hit that 2.0 - 2.4 mbps cap again. It's the strangest thing.

I've called my ISP and they said there's no cap in place on steam, or anything for that matter. They have no idea why it is happening. But then again, the customer service representative I spoke to was not very tech savvy.

I've tried every trouble shooting solution I could think of.

Reset the modem, cleared my download cache in steam, flush DNS in cmd prompt, changed server regions, change the limit from unlimited to 10, and then back again, tried different games to download. They all have the same problem.

The only thing I haven't tried yet is turning off the DMZ in my router and forwarding a port for steam. But I'm about to do that, so I don't know.

It's working for now out of Venezuela, but my concern is, what if it starts happening for those servers as well? I want to try to fix this now before it becomes a problem later.

Thank you.

Any help or advice is greatly appreciated.

Replying to an ancient post I know, but just wanted to say I've been having the same issues for months over Viasat. I normally just download remotely now and use the Steam Backup function to transfer the games to my gaming machine, but that doesn't really work well for updates.
Thanks for the Venezuela tip. The download is coming in full speed from there, weirdly enough.

Some servers can be stressed more than others. I use many outside the US as well. No real issue.

It has nothing to do with the stress on steam servers. I've tested it on the same game, on the same server, from my house, and a friends house. My friend was getting 5.8 mbp/s on the same server that I was only getting 200 kpbs on.

So, I suggest you look into the problem yourself as well.

Hopefully we'll get Starlink soon.

any fix that you've found?
Switching region from Vancouver (where I live near) to South Korea just brought my speeds from 4 to 25 MB/s
I still have to use servers in Canada because it doesn't work in the US. My speeds drop to 100kpbs. But servers in Canada get my full 2.5 Mbps.

And I've recently build an entirely new PC. So that confirms it's my internet and not any kind of system issue. Which means there's nothing I can do about it.
