Unknown package number?

So i have a steam game (TASTEE lethal tactics) in my steam inventory. it appears to be a gift, but in the description, it says, "Unknown Package" with a string of numbers. Am I still able to gift this? I want to use it as a reward for someone who can do some custom animations for tf2. I dont want to say i can gift the game and then find out later that i cant, meaning i cheated someone of their reward. Note: I also already own the game in my library.

Happens a lot of times.. it is still giftable and it will still be the game. It is just Steam-hickups that prevent the inventory query from getting the full information about said package.
