Anyone can dl and install the game "Spacewar", it does exist as a hidden game on Steam.
There are even a few Steam Guides on how to get it, and lots of Lets Plays on YouTube showing people playing the game:

So, though it is indeed *also* used to pirate games and use Steam to launch them, game devs may still use it legitimately. as well as curious gamers who find the guides or videos telling you how to dl and install it.
So... there is a possibility right there. Dl'd a third party Garry's Mod mod from Nexus or ModDB, or gmodstore, which may be using Spacewar to hook into the game.
So, perhaps.
