No, all users must be in the same household with the same IP address.

That is false. They have to be in the same store region.

That is not true at all. At the moment the restriction is actually only that everyone in the family must have their Steam Store set to the same region. Thats it.
I added family members who live hundreds of kilometers away from me but still here in Germany.
Worked without a problem.
