Paypal still not working, 4 year old problem.
Looking in to why Steam's android app doesn't work with Paypal, it appears the thread is locked, no fix has been made, just annoying work arounds.. It's been over 4 years!

I use pay pal all the time to buy games off my wishlist on the android mobile app. In fact I bought a couple during the Spring Sale.

Ensure all the information is CORRECT when using payment method. Don't use VPN/proxy when doing checkout.

Just incase if you're using old app to avoid using new release updated please download the latest version. Also ensure device set to the correct time by syncing with the internet.

Can try doing this, force close app, clear CACHE for the app, not the data, just the cache, then realunch app, and test. Otherwise contact support why can't use paypal on your account.
