it works by getting badges, so like you can get some badges but for most game badges you'll have to buy trading cards and craft the badges
you can also get badges for things like reviewing your steam replay or just as your account gets older, say you create it today, check back on march 21 2029 (5 years from now) and you'll have a 5 years of service badge (as i would have a 5 years of service badge in a few days but i was dumb and lost my old account)
Showcase slots only matter if people can't afford the points shop additional showcases that bypass level restrictions or they want 2 of every showcase.
People aren't crafting badges all of the time anymore- many of us save up and complete sets between the Summer and Winter Sales and only craft badges during the Summer and Winter Sales. I get an occasional Booster Pack from time to time, usually only for cheap crappy games that I own and that level-up bots specialize in. Summer and Winter Sales, I tend to get multiple Booster Packs during both sales.
So, it's not that Booster Packs have been nerfed, it's that more people have card-farming alts, level-up bots, and badges are getting crafted in huge amounts during the 2 big sales instead of spread out over the entire year.
It doesn't matter, unless you want it to. If you buy enough games and participate in events levels will accrue. And if you don't, they won't. Neither approach is right or wrong.
