Sony for example partial owns Dark Cloud & Dark Cloud 2. Level 5 can't make a Dark Cloud 3 without Sony's permission. Nor can they re-release the games on the PC without Sony's permission. Demon's Souls & Bloodborne are another great example. Fromsoft needs Sony's permission to do anything with those games or sequels to them.
Plus side, Sony isn't fully against PC releases. They usually greenlight them if the company is doing a sequel. So if Stellar Blade 2 becomes a thing, Stellar Blade 1 could hypothetically release on the PC as a marketing push towards trying to turn PC gamers into PS5 gamers if they want to try out the sequel.
Staying on the PS5 forever doesn't mean it can't come to PC.
We don't know Sony's thought process, or at least I don't. They have released a couple of games on PC, so they are obviously not like Nintendo. But, we don't know what they think about the result of these releases, or how they decide what to release.

id want to but not gonna buy a ps5 solely for this game. gonna get one for gta6 though (probably)
In the case of the Horizon series, they planned to do whatever online multiplayer thing with the series all the way back in 2023. So that's the reason for that one I feel. Dunno if that Horizon mutliplayer thing is cancelled though. But it's the same thing with The Last of Us 2, which is also rumoured to be announced soon for PC. That one is no doubt because Factions 2 (the sequel to Factions 1 for The Last of Us' multiplayer) was going to be a thing. Just because Factions 2 got cancelled doesn't mean the other stuff that was meant to compliment it will get cancelled as well.
It's actually the same thing with Quantum Break and Alan Wake 2. Microsoft owned full or partial rights to Quantum Break and it's characters. Remedy wanted to use most of those characters, but didn't own the rights to them. So they had to redo those characters, same actors, different names and backgrounds.
