So yes, you can get a refund.
I have not buyed there....but technically the site only acts as a middleman like Ebay, and you buy your Key from someone else.
So in Theory you could ask the seller directly for assistance/refunds first (no idea if that is possible there), which probably all will deny.....or they would just sell the same key to someone else
Then ask for a working key.
