had you tryed to delete the cache ? (appdata/local/steam )
if the answer is yes then you should contact the support and send them a dmp , so they can understand where is the problem.
this might help if i knew what it ment
While browsing the store, forum, etc , steam is building a cache of the files on %appdata%/local/steam. Sometimes it can help to delete it while steam is not running and if it does not work, the best is to contact the support and send them a dmp ( dump located at %appdata/local/crashdumps - hope it's the same for w10/w11 ) file that was generated during the crash, so the team can studie it and see what is the problem.
