If it is full or near full it can slow down everthing. And if drive is dying files starts to get corrupted games will started to crash for no reasons or they will constantly cause glitches and bugs.
There was an extreme case for me where i was downloading a game to my windows drive and it completely locked the pc and nothing worked untill download is done. That drive is dead right now.
In your case external drives are usualy slow and depends on alot of their connection. Could be cable issue could be usp port issue. And there isnt realy much thing you can do about it.
