Using Microsoft’s Wireless Display app, you can easily output the games from your Xbox to your Windows PC screen. Conversely, it’s possible to stream what’s on your PC to the TV that you’re using with your Xbox — you can even control it from the console, and setting it up is surprisingly simple.

That's for streaming games to your PC, not accessing your games from Xbox on Steam.
Well its PC to Xbox, but that's the only thing i can say the OP is confused about. It's almost like Steam Link.
All that does, is just have your Xbox show on your tv you what you would be seeing on your monitor. But it's running thru Steam. Not Xbox.
I can do it hooking up my 360, PS4, PS3, to my Xbox One via the hdmi port with another app.
Unless he subscribes to Ge Force Now and gets access to select Steam games thru his Xbox Edge browser.
There are also Xbox Play Anywhere titles where a digital purchase gives you both the Xbox and PC versions. You can share saves, and achievements, but that's all done through the Microsoft Store, not Steam.
