Your Steam authorized devices
It says:

"You can use Steam Guard on the Steam Mobile App to view details about the devices that you have authorized to access your Steam account, and log out any device that you no longer trust."

Does this mean I cannot use my desktop to check this, but I have to download a separate app on a separate device to check?

You should be able to go into steam settings and deauthorize any on the list

No, I want to see which devices are connected first, not deactivate the ones that are.

Not sure how much use one is without the other.

The authorized device list is in the mobile app, yes. It's in the Steam Guard settings.

I think that is stupid... Why on earth would you need to get a mobile app to manage your desktop app. Surely that adds to the security risk if someone takes your phone.

You can do it via the desktop client and browser, i just checked it now.

At some point they added a way to see the list of authorized devices from the client.

For people looking for it:
Click on where your name and wallet funds show on the right corner, then in account details, the last option should be authorized devices.
