They cheat because they're human. Why do people cheat in relationships or on their taxes? Because they're human.
more over we have those that want to get caught and then get out of it or show they can escape the wrath of inflicted punishment.
3rd and i think most people don't honestly get a game to cheat on it, they get the game to play it and test there ability it is when they find out they have zero ability and can't win is when they turn to cheating.
taxes and relationships are different, in the sense nobody gets into a relationship to cheat or gets a job to cheat on taxes, however after obtaining the job and the spouse, they soon get bored or feel like they deserve more from the job, example higher pay, or more from the relationship.
cheating in a game is compared to walking down the street and someone asks you if you need a ride, most people jump in and take the ride, only a few people would say, "no thanks im walking for my health"
Yes, if they were good they wouldn't have to resort to cheats to win...
Cheating (specifically, in online multiplayer games, regardless of genre) has been around since before then. Any game that came with a competitive aspect to it attracted cheaters. There were cheat and hack programs/trainers/etc for online (or even just local network) multiplayer games before CS released.
Cheaters have been in online and multiplayer gaming longer than Valve has been around.
But they just have a different viewset to what others considered "moral". Some don't take societal notions of morality into account and just stick to the absolute letter of what is defined under local laws as valid to do so. So if they see SSAs and such as not legally binding, they will cheat and do whatever they dictate as "succeeding" to them.
That is also how businesses "succeed" in capitalism. Doing whatever is allowed, while finding as much loopholes to get away with, because in thier "ideal" system all that matters is thier corporate image, if they even care, and profits, while fitting under thier legal system to operate.
So there is no need to be bent out of shape if their "morals" conflict with yours. The only person that matters is *you*.
tldr: if you have a problem with "cheating", play single player games or not get bent out of shape when people do.
Even those can have cheaters, although more rarely, and it usually does not affect you the same way.
That being said, I once joined a Borderlands 2 lobby, and the host used a cheat program to change my character's level. It's important to keep manual backups of game save files for these kinds of games.
I have also seen lots of PD2 "cheaters" -- though many of them were probably just using custom skins or HUDs or something.
With CS2, there's not just an issue with skill, but also that the game does not run well on many systems and with many internet connections; the game is still nowhere near optimized; and worldwide server distribution means some people will always have 150+ ping. The skill ceiling is incredibly high, and having a cheap mouse or driver issues, or living far from a server, are probably enough to prevent you from reaching anything close to your potential.
So probably some of the people who cheat, do so to get past the fact that PC/net/server issues mean they have no hope of being competitive when playing normally. Of course, many of them cheat because they're jerks, or because they think everyone else is cheating, and so they rationalize it as "common practice."
As C²C^Guyver said, people cheat because it's human nature.
Also, yes, back in the day there *was* cheating. You're just wearing rose tinted glasses.
