What are these on Steam Library? Are these for hosting servers or what?

Every account has these Tools. (dedicated servers and such) You just can't use them if you don't own the game it belongs to.

Uncheck the Tools filter in the Games drop down menu above the game list on the left. Some client updates may check this filter again in the future.
