"Fake" Games
Lately there have been numerous indie games, all priced $59.99 (USD) and almost always with 10 reviews referenced for an overall positive rating, but with no actual reviews available to read by default. All the games appear similar in nature and appear to use either the same or very similar assets.

I'd love to legitimately report these, but Steam doesn't really have a category for them based on the descriptions already available. For that reason, I'm not even sure Steam even cares, but the problem appears to be growing. Last week I saw one such game, yesterday two, and now today - three.

Just use the nearest category to report it.

Have you looked at the categories and descriptions?

Yes, and I still make the best choice possible to report the game and then move on to let Valve investigate and handle the rest. Rocket Science this is not.

.. and you aren't Goddard.

Before posting my initial comment I had already reported it, but as I noted originally, "I'm not even sure Steam even cares," because there is no category for this. Note, that I also said "legitimately report" too.

Apparently they're priced highly so nobody buys them, you might think this is counteractive but then they get into deals with sites reselling steam keys for cheaper costs. (Or a bundle of steam keys)
These sites require your game to have a good rating so they get some fake accounts to buy the game and recommend it.
Because all of the people playing this game get it through a steam key, they can't rate it. I think. So they're pretty much scamming steam key reseller sites.

Picking the nearest categoryis "legitimately reporting". If the games don't violate Valves terms, they won't take action.
Doesn't mean or imply that Valve does or does not care, mind.
