Valve will put a very important message on your screen from steam itself that no ordinary user could possibly do. If you don't have that then you're being scammed.

It's a scam. Do not listen to anything they tell you. Do NOT send them money.
You can get scam sms, or even letters.
Should all that feature not exist?
Also time has passed, so its expected that more bad people try their deed.
At most the account connection at discord could be seen as a cause. There the scammers not only have a place to talk but also to find steam people they look for, by checking their account that was linked.
"I got a phone call from this random person saying my car warranty was expired / my iPhone I never ordered was being held for shipping / 'Hey Grandpa'. . ."
Yeah, those are all scams.
(Does not matter if scam is on Discord, Whatsapp, Viber, MS Skype, MS Teams, FB Messenger, Signal, Telegram, Google Chat, Apple iMessage or any other messenger or even mobile phone SMS - different scammers will use different favorite chat/IM clients but the actual scams are quite similar or the same. :) )
