No. It was a statement made, it was probably their intention. But circumstances change. And developers are allowed to change their mind. And not everything a developer says is some kind of "promise" or binding contract with the reader.
If you disagree, or think it should be, then currently you'll have to act accordingly. Stop playing the game, don't buy the things, don't buy their future products.
You're going to be better off taking any such statements made by developers with a grain of salt, or imagining an asterisk with all the possibilities. Pretending otherwise is hopelessly naive.
You also have to think if you make the world where everything a developer says can be used against them, they won't say anything to avoid problems. And methinks many people wouldn't find that an improvement.
You should pose that issue to the developer, or advise that they amend it. If you think it's fraud, report the store page to Valve.
Also what game? No reason we should trust your interpretation.
DLC isn't hidden, its prominently displayed for purchase. Again what game?
And? It's not like Valve allows fraud if it's done just so. So again, if you think it's fraud report the page and explain your position. It's not rocket surgery.
Also, never assume malice when incompetence will do.
If think you'd be hard pressed to call that fraud but like others have said its nothing to do with steam. If you feel its fraud then report the game, but it would only hurt you if they took action on the dev.

If that remains on the store page even once the paid DLC is added to the store page, it's not fraud, but is misleading / false advertising. Depending on consumer laws, that can be illegal in some countries.
