strangely only steam doesn't work as it should and downloads at 700 Kbs

The people (including me) :( with the problems certainly all use Telekom as ISP.

downloading via web browser works fine
tested with nvidia drivers which downloaded at max speed
If they say not their fault, we can rule that out at least. :)
Other downloads or streams behave as usual. Maybe Telekom specifically throttles steam? But that would be kinda weird. If it doesn't get better in a few days I'll contact 1&1, maybe they can confirm if it's on their end.
This is called traffic shaping and is not that unusual. :)

Of course, if it happened accidentally and not deliberately by the ISP, that is slightly unusual. :)
