Download speed being throttled down?

Ive had issues with download speed the past few days, steam wont download as fast as my connection can handle, from ~10MB/s to <5MB/s. Anyone else had the same issues?
PS. I dont have the throttle down download speed enabled

seeing the amount of people who are having the exact same problem I don't think it's such a problem ... if I download something from EPIC the download works as always (for me 10 Mb/s )

strangely only steam doesn't work as it should and downloads at 700 Kbs

Doubt that's the case, speedtests are still giving my 240MB/s DL speed.

No matter which Steam server I choose, the download speed is poor.
The people (including me) :( with the problems certainly all use Telekom as ISP.

telekom here
downloading via web browser works fine
tested with nvidia drivers which downloaded at max speed

How about contacting Telekom tech support about it?

If they say not their fault, we can rule that out at least. :)

I really don't get it. All other internet function/download is working perfectly fine but not steam, However it's likely I'm also on telekom.

I also have the same problem, download speed is stuck at about 1MB/s. I'm also living in germany, ISP is 1&1 - but I think they use the Telekom net.
Other downloads or streams behave as usual. Maybe Telekom specifically throttles steam? But that would be kinda weird. If it doesn't get better in a few days I'll contact 1&1, maybe they can confirm if it's on their end.

Yes, guys.
This is called traffic shaping and is not that unusual. :)

Of course, if it happened accidentally and not deliberately by the ISP, that is slightly unusual. :)

I think I saw something in a recent update that Steam made downloads a lot slower. I don't have the problem because I'm on the fastest internet provider in the world. Go me I guess. For a lot of people though, there is going to be a frustrating and noticeable difference.

Next time I'm in Germany I'll make sure i'm loaded with games in advance. This sucks.
Decided at 2pm I wanted to play Conan Exiles. It's 10pm now and I"m at 35% FML.

Whatever this is, it's not a local problem (like in Germany e.g.). I am not in Germany, and the download speed won't get over 1 MB/s. I only noticed this today, before it was fine.
