Steam Trading Cards for free games

Is it possible, for example, to earn card drops for free games if you spend money on it for an emoticon in the points shop? I'm almost 2 hours in a delisted free game Tactical Intervention, and I will be eligible to buy an emoticon for T.I. Will I get a card drop?

Generally you can only earn card drops in free games by spending money in the game's cash shop. The Steam Points shop is unrelated to that.

I also believe that cards do not drop for delisted games. I know I can't trade any cards thatvI have for games that are delisted.

Spend ~$9 in game to get 1 card drop. If you can't because the game doesn't have one then, no.

Right now I'm playing Arcane ReRaise, a delisted game, and I'm receiving drops. It also showed on my badge progress that I'm eligible for three drops in total.

So no, you can also earn card drops from a delisted game.

Although you can't sell the cards on the market, you can trade them with other people.

Free to play games drop game cards based on your in-game purchasing. For every $9 USD spent (approximate), you will earn one card drop. This card will drop at some point as you play.
