Unfortunately I must have deleted the emails, I don't have any emails pre-2017 and content was bought in 2016, but I have in-game save files that are inaccessible because they were using DLC content which I no longer have, but I believe is still on my old computer. I have played the game in late February with no issue.

Steam used to have everything mixed up but they split the lists between Steam purchases and license activations in two different sections.
Regardless, game names might help too, Like if the main game is F2P, chances are that he's on an account that hasn't purchased the DLC...
However, it's quite likely you purchased the game on another account. You say you have the receipts, so check the account name on it.
