Ray tracing still requires a lot of horsepower for it to really be "required". It's still an optional technology. Only a very few games really require it and they are mainly tech demos of Ray tracing.
DLSS is a nice-to-have but isn't necessary. It can help render a slightly better looking picture or increase frame rates, but it's definitely a tech that you can leave turned off.
Also keep in mind that laptop GPUS are always underpowered versions of their desktop equivalents. If you were to get a laptop with a 3050, it still won't push graphics as hard as a desktop-level 3050. So while you'd enjoy having access to the new tech, you'll still be at a disadvantage overall.
Not that it should dissuade you from getting a laptop with a better GPU. You should get and use whatever you want. Considering you said you were new to gaming computers, hopefully this will provide some more perspective for your future purchases.
I recognize that the desktop is better for playing games, the video card, processor and RAM of the desktop version is better than the laptop version, but my room is too small to put the desktop, the house is too small to have a desktop, I can't even put a desktop in the living room, in the old house where I lived, that was possible, unless I get rid of some furniture to put the desktop in my room, but at the moment everything is occupied.
