Please disconnect from VPNs or proxies and try again. (Reference ID: 4024592530273563871)
I'm creating a new steam account, but this got this error. I do not have any VPN or hamachi, etc.. any advise? thanks!

Update: try connect to my mobile hotspot, still same

Where you at region wise?
How are you connected? Router?
Type of internet connection?
Got a Firewall sitting there acting like an VPN?
Any weirdness on the network and such?

Your IP is blacklisted - try get a new one, either ask your ISP or maybe disconnect router for a few hours.. (I'll assume you have a dynamic IP assignment and were just unlucky enough to have been randomly assigned a blacklisted IP)

Most sites would only ban a certain ip if it is connected to a specific service (or they would block a complete ip range if they want users from certain areas not able to use it), as most consumer ISP connections are with a dynamic ip.

And if he tried already with his phone (assuming he disabled the w-lan connection on it for internet access) then he got a different ip from their either way.
