Any weirdness on the network and such?
Most sites would only ban a certain ip if it is connected to a specific service (or they would block a complete ip range if they want users from certain areas not able to use it), as most consumer ISP connections are with a dynamic ip.
And if he tried already with his phone (assuming he disabled the w-lan connection on it for internet access) then he got a different ip from their either way.
