Report a translation problem
a common mistake with steam users for a game like The Sims 4 is that they believe the steam cloud would save it, but it won't and they lose hundreds if not thousands of hours of effort and no way to get it back.
so check with those games specifically that do and do not save to the cloud and those that don't can have their saves and what not copied to a usb stick as well.
If you had disable cloud save for game, your save won't be uploaded/downloaded to/from the cloud.
If cloud save enable, your save should be uploaded. If there a fail to upload, you just click on cloud button to retry again for said game page you view in library. How cloud save works it uploads save when you close the game. And how download save work it download when you download, or launch your game.
If game doesn't have cloud save, you have to use game save manager app, and setup a cloud storage of your own, you can use Google drive, dropbox, or etc once you config your app, it should upload your saves when you tell the app to do it.
Now game saves are not really big, unless you make too many for some reason, were talking like almost thousands of save files, otherwise likely only hundreds which only going be like several hundreds of MBs, which not gonna make much of a difference to you if you delete them if trying to get space back, which you get most space back by reviewing what you been downloading, and installing.
If you're using tiny storage drives, you're better off getting a bigger storage drive for like $30+ that like 1TB, or could go bigger if you really need that much space which costs more.

Not all games are equal in this regard - so id spot check to be sure.
If it's me, and since not all games use cloud saves I'd recommend https://www.gamesave-manager.com make your own archive(s) and put them on dropbox or whatever equivalent cloud storage you have.
My argument is going to be, it's better to have a backup you don't need than to need a backup and not have it.
