The five dollars.
If some other account gives me a gift card for five dollars, does that count.? Or do I have to add it myself from an external source? My supermarket stocks gift cards but they are always out of the Steam ones :(

A gift card would work, but it would need to be a PHYSICAL gift card.
A Steam Digital Gift card send from a friend does not count, no.
A physical gift card someone bough and gives you the code for to redeem, yes, that works.

Because those wallet cards are only available in physical form, either as a scratch card or as a printout with the code.
Thats the way Valve sells them.
The other gift card, the "Steam Digital Gift Card" is a digital card a Steam friend can send you over Steam. They pay for it and then the money gets send to the target friend account.

That does not count for the 5 dollar spend to unlimit a Steam account because the money did come from another Steam account and not from the user.
With the physical code card the account who redeems it counts as the one who spend the money so it counts for the 5 dollar limit.

I was wondering the same thing. $5 is $5, why would it matter where it came from?

I'm guessing it's something to do with scammers or abusing the market or something, but still... Seems like money should be money however we get it.

Becaue otherwise you could just keep using the same $5 theoretically to activate an unlimited number of accounts.

Account 1 sends $5 digital gift card to Account 2
Account 2 sends $5 digital gift card to Account 3

That's the "Valid" bit.
But then the code would not work at that point.
Could be a sourcing issue - maybe some coders are "flagged" ?

Bottom line the answer is still the same - stick to legit codes - physical ones are a good one to start with.

A: Why would they allow that? I would think that's an instant "block ability" response on Steam
B: If they don't block it - well duh - of course it won't trigger the achievement - course I'd question why Steam would permit such a thing.

Steam is not on a "Strict" budget - not sure where you get that from.

It just means that they made a decision to not block such a thing - which is why the achievement won't work.

Stupid move - but that's on them.
Actually just checked and you can't use wallet for gift cards. Either way the intent is that the user in question has to spend their own money at least once, now granted a physical gift card doesn't mean they spent their own money, but there isn't any way for Steam to know who actually bought it
