How do steam gift cards translate over?

I know its a bad question, but heres whats up
My friend from the US wants to give me a gift card, however, I'm from Brazil
I know it translates over, however, what I feel curious about is
Does it translate over the exact price of the gift card (ex: 15 usd gift card > 15 reais) or does it convert the currency? (ex: 15 usd = 73 reais)
