1: You are gifting to someone outside your region/country
2: You have some sort of restriction or flag triggered that prevents you from gifting (IE via wallet funds or something weird
3: Transaction is flagged and hung in "authorization land"
Generally you have to wait a day if not two for something to shake loose or wait for Steam to get back to you.
Keep in mind its black Friday/autumn sales - the system is overloaded right now - its going to take time.
If you are trying to use wallet funds to purchase the game gift, contact support and ask them to look into the gifting flag on your account.
Wait on their response.
Or just use an external payment method to purchase the game gift.

The gifting flag system in place is a bit more strict with bundles/packages to prevent commercial use.
You misunderstand - anti-fraud mechanism is a general term for some form of automation that triggers when it guesses someone is up to no good or attempting to game the system.
Gifting/Pre-paid wallet funds tend to be a recipe for sus'y activities.
Doesn't mean its fraud - but then who knows - we never know the full story.
