What kind of issue results in you wanting to do a chargeback on a purchase, though?
This isn't shady - its a matter of what happened and what your doing.
Are you talking about a bad trade? Are you talking about a store purchase gone wrong?
Restrictions mean you triggered anti-fraud measures.
I suggest you take this slowly before you end up in worse shape.
That's now how Verification should work, if you do not get the verification that you need, no money should be taken. Especially if you're not allowed to use it, that is not good at all.
Every other verification process out there will give a SMS message in order to make a purchase, but steam some how will take the money and then tell you that you don't have access to it because of lack of Validation.
That should never happen, you either verify or you don't get to give steam money.
So yeah - have to wait on your bank to clear up the mess or Steam to respond.
Its a mess - and sometimes this mess can take 48 hours - and its thanksgiving so yay.
You may want to switch to a different payment option or Steam Wallet funds to bypass the issue if your in a hurry.
Welcome to the scummy world of banks not knowing how to communicate properly.
Frequently a thing with weird pre-paid credit cards or paypal situations at times.
Just remember - charge back will trigger an automatic knee jerk reaction from Steam which could cost your account - or at least your ability to buy anything. So don't pull that rip cord unless your absolutely sure.

You'll see the same thing when you go to a Gas Station and fuel your car with your bank card.
It's shady but its accepted industry practice - they are paranoid and worried you don't actually have the funds - so they do a test before committing - why? - because its harder to reverse a charge when committed as opposed to an authorization.
Stupid - but its how it works.
Get's really obscene if you get flooded with authorization attempts to the point of overdraw.
I mean the funds eventually end up in the right place. But it can take a loooong time for it do so. And the waiting game is irritating.
I've had failed charges held for a whole month (not on Steam). and it can get on your nerves.
Worse when its Thanksgiving - merchant exchanges are overwhelmed right now.
I said be wary because it was sounding like a scam outfit... Sucks I have to wait a week to access the money though as it wouldn't let me use my Credit Card directly, only allowing me to add funds. Oh well, either way it doesn't matter but was looking to spend it now as opposed to days later.
If you where trying to buy a game that's on sale? The sale should stay frozen for you until your able to sort it out - not sure if this applies to you or not.
So yeah - it sucks - but you should be ok.

Usually it's between 3-7 days depending on what day it happens. And do be aware that you can trigger Authorization Limbo if whatever you're paying with is unstable; say the bank is overrun because that's when the most transactions happens or they have maintenance or something such.
This is why I avoid buying games on payday or the first few days of a steam sale. Because even Steam have sometimes glitched out and now your purchase is pending for hours or days meaning you'll miss the sale (HB also have this issue sometimes) but it becomes your fault in the end which his sad.
I forget how it's with Steam but with HB you can't even make any purchases whatsoever because you end up on some bot/ddos/fraud list and have to be manually removed by support (I think longest time was 10 days) whereas with Steam I think it only blocks that one purchase (correct me if I'm wrong).
Id also add to use a reputable credit card vs a bank card.
Banks get snippy when used for odd things. Leads to issues like this.
