Oddly enough I totally get that.
Sadly your dealing with two different systems that don't agree.
I suggest reaching out to the devs of said game.
He doesn't even mention whether it's a game vs. Steam thing.
Either way, nothing can be done. Developers have no influence on how Steam measures the playtime, and more importantly, they can't track it either. There will always be a difference between the playtime measured by Steam and the gametime measured by the game.
I don't even know whether they could query Steams idea of the current playtime, to basically ditch their own measurement and just ask Steam for it. Yes, I can query Steam for this -- but my code is acting as a client, while games (to my knowledge) interface with some Steam library that interfaces with the client, instead of talking to Steam directly.
What else could it be?
Steam has its count.
The In-game clock has its count.
Not sure why you would even think of saying that.
And if the count changes on the client - well doesn't change much even then.

Def. a Rounding error of some kind.
Valve still shows favoritism towards their own games when it comes to Steam, but for the most part it seems to be marketing-related, not technical. They probably let Steam do the playtime counting just like for every other game.
The two standard assumptions would be
(context: the mods don't like necros so this will probably get locked to "prevent confusion")
