Chat Delay
There is a slight delay because I am sure its using the internet instead of LAN. Is there a way to tell steam to use LAN so it doesn't have a delay? If not do you know of any app that does LAN VOIP zero lag or delay. I tried discord is far worse, even quality. Steam destroys it for voice chat.

I've no delay on Discord nor on Steam. Possibly something your end, if both are doing it.
If someone is close enough to be on the same LAN with you, why would you even need an in game chat?

LAN is local area network, like in the same house with you. If you're talking to someone farther away of course it's using the internet.

There's always a delay over internet, there's no way around it. The question is how much of a delay, measured in milliseconds. The average VOIP delay is 150 milliseconds (less than a fifth of a second, but still measurable compared to if you were talking face to face)

We notice because we sit next to each other. if not you dont notice it. thats why you think you dont have it

we record videos and we need the voice chat in the gameplay so we were wondering if there was something lan based. But thanks for the help.

see we sit close enough for our voices to be captured by both mics so it creates a bit of a echo with the slight delay on the internet connection. Not annoying but can be solved by having an LAN connection. But, oh well thanks everyone for trying to help. We'll try to figure out what to do. Thanks again
Use a local teamspeak server; any over the internet service is going to have a delay if you're both connected.

I don't know why you would expect an online game to provide LAN for voice if the games servers are mandatory for playing.
actually we tested out the steam chat a little more and it is significantly worse than before. we heard this echo before but not like now. We tested out by sending a letter to each other when we speak and it is significant. We also tested it out with our daughter and she also has same problem that's three different PC. I don't know what they have done but it is noticeable. We went into the game and used the chat within the game and it is ok. Not bad at all. But quality doesn't compare to steam. Sad this had to happen.
I tried skype was good enough but the one I really liked was xbox. so I guess we gonna end up using that app instead. clean and good quality with no long delays.
If you're sitting next to each other why even have two mics? One broadcast mic between you for recording and you'd be done.

we have headsets and when we game we wont hear each other over the game sound, we have tried. anyway, I think we found the problem. We excluded the steam folder from the anti virus and I tested it for a second and it was perfect again. We did reinstalled everything a day or two ago on both systems and we always exclude steam folder along with ubisoft, realtek, amd and such. but we forgot that this time around. So that might be it. I wont know for sure til tomorrow. If that's not it Ill say something. But I am sure it got fixed.

what an ordeal . . .
yup, we fixed it. it was anti virus. you have to exclude steam folder 100%
