Steam is asking you if YOU recommend the game to others. Yes? Or No?
It's really that simple.
People can change their minds on whether they recommend the game to others. Perhaps the game got an update to change some gameplay. Or the player figured out something that was preventing them from recommending it. Or the game got an update that ruined the gameplay and now the player definitely does not recommend it.
A star system for recommending does not make sense.
I can both recommend and not recommend at the same time, depending on what the player expects.
I can anticipate that some players have no issue with what I find annoying so I can fully recommend a game to them while I can also tell others that they should avoid it.
The review is actually supposed to say if I loved the game or not and how much.
The aggregated game rating makes no sense.
You see overwhelmingly positive games with just 1021 reviews which doesn't make it a good game for the vast majority of players.
It's all about manipulation, to create the illusion that the games are fine, that the problems you see are minor and can be ignored.
