I hit level 22 in 1, the enemy I was going for took every sniper bullet to the head, an entire smg, and killed me half way through the shotgun shells, granted that was a free weekend, 2 was FAR better balanced, I hit end game before the gear system revamp, got the dlc a while back and have been going through it, but kind of dragging my ass because even guns that aren't special are upgrades to my previously end game stuff, so its a bit demoralizing, like I don't mind that it happens, but when you have perfect gear and suddenly something common is better in all regards, its hard to ignore.
little brother may pick the game up on sale and may go though from the begining with him.
destiny 2 used to be a fun game and maybe still is, for some people.

what is a "looter shooter" for you?
have you used the "games like this" and tags features of steam?
battle royales are looter shooters, no?
But they're pvp games, not PvE story-based open-world exploration/RPG. So they're not really much like Borderlands.
(and remember - Borderlands is just Diablo as a first-person shooter. So "ARPG/Diablo-like, with FPS" is probably the style to look for. Not just "a shooter with random loot")

Ideally, psudo random gun's think borderlands where even if 2 guns are the same the sub stats could be wildly different, or really nearly every action rpg
I can kind of accept games like synthetic where the guns aren't random but their is such a verity that you cant count of finding the ones you want.
The more things that are random that are potentially upgrade the better, this is where I think borderlands really drops the ball, because I could easily see an rpg like equipment load out that goes into detail.
while not necessary, but I do like crafting/upgrading items in games, I don't require realism at all, imagine a gun dropping scrapping it for parts, finding out it had a great trigger or spring in it or something that could go into a better gun that lets it fire faster, o do more damage.
my perfect game for this would probably be an immersive sim for how deep they tend to make systems and how much thought gets put into what you can do with a far less... focus on realistically being in that situation feel...
its hard to explain, I really hate survival mechanics in games, I find the upkeep tedious and it drags you out of fun, but I like how many of the games let you strip guns or items for materials.
im almost positive nothing that hits every single check mark exists without massive downsides, but like I said, I don't keep up with the genre in detail, I would only notice something coming out if it was massive or became popular, so im sure im missing a bunch of options over the last few years.
battle royals require me to have luck, skill to actually survive matches, and stable hardware/connections on top of trust that no one is hacking.
when I was actually playing them, I could make it to the last 20 regularly but ill put it this way.
these are less looter shooters, and more piss with the ♥♥♥♥ you got games, I cant really find a good gun and take it with me more than a match and I may not get a gun similar to it again for days, it just doesn't really hit the feel I want of building up a character
have you tried games like kerbal space program, robocraft, terratech, crossout, ... .
i think, you want to be creative, or you are addicted to gambling, or both.
what I like is finding a weapon/gear that's good, and using it to try to get better stuff, or adding to it to make it better, terratech is a completely different game where you will incrementally get better stuff as you go further but there is no real element of finding THE item to it... kind of the same way it is in terraria where you get items on a set path, its not like you could randomly at level 50 of 100 find a best in slot piece of gear, or think you have the best item and then suddenly a rare just rolls perfect and becomes that items replacement

Another one is gunfire reborn it's a rougelite and is definitely something inspired by borderlands but anytime you die you lose all of your guns that you have you only get to have two during the game but they are very unique weapons and you keep going through levels until you get to the boss after that boss you can go to other ones and so on and so forth it's not really necessarily like borderlands as far as keeping your weapons but it's still something that may scratch that it's a little bit because there's not many games that come even close to borderlands
Gunfire Reborn is inspired by borderlands but you do not get to keep loot once you die it is a very interesting depth game it offers more that what it looks like on the surface you keep fighting till you beat a boss and go until you get to the next one
Doom 2 mods combination of multiple mods
Doom infinite adds random stats to weapons and random levels and random enemies this is something like nightmare Reaper
Doom RLA adds 220 weapons to the game but you can pick another weapon pack if you want but also gives you characters with different abilities and also gives the guns weapon raritys
Doom RLA Extended adds more weapons and more characters to Doom RLA
Doom rpg gives new abilities and upgrades like leveling up your character
Corruption cards makes it where random events will happen on each level it can make things extremely hectic with hundreds of things that can happen
With these mods you have a badass looter shooter with infinite replayability
