Games excluded because of preferences

Can steam fix this ♥♥♥♥ or just remove it entirely, I never had issues before but suddenly this christmas when i go to search or buy games I am constantly receiving this. It was preventing me from buying gifts, which makes even less sense since what do MY preferences have to do with buying gifts for other people with different ones. Even games I have on my own wishlist are being blocked from being seen because of this stupid bug or whatever. How is something I have wishlisted against my preference, maybe steam shouldn't make their program interfere with the user experience when they are manually telling it yes I do want to get this. I have tried to research this and tried to do things to fix it to no avail.

Which games are being excluded?

The first 2 sections of check boxes should be checked to want to see said things, not unchecked.

As stated in my last sentence,I looked into any common fixes. Everything is allowed, I have no ignored list, and also as I said before what do my preferences even have to do with what I can and can't purchase as a gift for another person?

Seems like games that are in bundles a lot of the time, like I will add a game to my check out thats on a friends wishlist and then it will say one or more games in the bundle is excluded due to preferences and therefore you can't buy it as a gift. The bundles tend to have better prices plus they get some extra games besides the ones they want. So then I end up taking things off the check ouut list until it will actually allow me to complete a transaction, steam is only losing themselves money doing this. Its not fun for anyone involved.

As for languages, I believe its just english but all the games I am looking at are in english language so idk why that would matter. I am in the USA.

Sound like "Complete your Set" tailored bundle,s you can't gift those by design.

Game devs/pubs set those up, not Valve.
