Do many people genuinely care about badges and account level?
It's become harder and harder over the years since we've lost events like Saliens and the Grand Prix to care. Badges are the same stale system: 5 levels per game, spending money for no real benefits past a certain point, i.e. diminishing returns.

Level 25 is essentially that diminishing point. Did you ever come to the realization that it doesn't matter and just stop cold turkey?

people use bots mostly even tho they aren't has good as before either it is still the cheapest way to level up

There are many people on the forums who take it seriously, yes. In the casino world, they're known as "whales". The more involved you become in the community, the more tempting it becomes. However, if you just use Steam as a game launcher for single player games, which I think most people do, there's little reason to care about any of Steam's money sinks.
I get tons of points for free on the forums. The Seasonal badge alone 2x a year makes it simple to level up now.

I stopped caring about it some time ago, I even grew apathetic to all events, free stickers and free cards. Heck, I didn't even bother adding that one discounted Half-Life game to library or opening my 2023 review I was so indifferent.

I know that feeling of becoming jaded, though I see your level, number of games and everything, I mean you must care a ton, you focus on every badge and event. Why do it anymore?

Did you not read my post you just quoted where I state how I get tons of points for $0?

I don't care about much of any of that nonsense. I completed the account quests because I'm OCD about missions and questing and the like.

If we weren't limited on card drops, I might be more interested in badge crafting just as a mini game thing, but I don't like the factbI have to buy cards to complete sets, get duplicate cards far too much, and don't get to keep the cards, which often have cool artwork involving the games I play.

There are plenty of people, however who are heavily invested in these elements of Steam, and spend a lot of time and money in their pursuit.

However, if you are surreptitiously bemoaning the fact that there are no more events for the major sales, well, I am glad they are gone. They were nothing but exploit fests that did nothing towards making sales better nor selling games.
You're stick between two extremes:caring about this stuff to an unhealthy extent ("cold turkey") and not caring at all? Why not a middle ground? I don't seriously care about this stuff, I don't strive to "improve" my account level. I do, on the other hand, get both event badges @ level 1. Not more (as that runs the danger to become an obsession), I don't completely ignore badges either. Try a middle ground!

I most certainly don't focus on every badge and as I said, I never cared much for them. I do collect the badges from sales event because I like collecting those, but I don't craft badges much because most badges aren't fun or nice anyway. The majority of badges I have are from events. And the seasonal badges I don't max out, I pick the picture I like and get that level of the seasonal badge.

I collect the trading cards and sell them around sales events to get extra wallet money for the sales.
